i do it myself, but im a hairdresser. if you want somthing like this yourself id go to a crazy stylist! ;)
but its done with a product called crazy colour made by a company called Renbow (and yes i said RENbow not Rain!)

tempory un fortunaly, cant last up to a month, (if you have dry hair like myself! it just sucks it up!) otherwise 2-3weeks. trick is to do more than one colour and it dosnt look so bad as it fades coz the colours contrast eachother enough for you to still see what they are even when very pastal.
